Members’ Corner | ZVEH in dialogue with policymakers: Emissions trading remains a key pillar of the energy transition

In the beginning of November, ZVEH participated in two important political discussions: a parliamentary lunch organised by ZVEI and the German Heat Pump Association (BWP), and a meeting with representatives of the EPP group. Martin Böhm, ZVEH Vice-President and EuropeOn Board Member, represented ZVEH on both occasions, advocating for the interests of the electrical trades and reaffirming strong support for the European Emissions Trading Scheme (ETS-2).

The parliamentary lunch, held on November 6 in Berlin, focused on a crucial question: How can the heating transition be financed, and how can investment incentives for future technologies contribute? The event brought together high-level representatives, including Stephanie von Ahlefeldt (Federal Ministry for Economic Affairs and Climate Action), Dennis Rohde (Parliamentary State Secretary, Federal Ministry of Finance), Dr. Peter Liese (EPP), and Dr. Michael Pahle (Potsdam Institute for Climate Impact Research).

Together with Wolfgang Weber (ZVEI Managing Director), Dr. Martin Sabel (Managing Director of the German Heat Pump Association), and Martin Böhm, they discussed how targeted investment incentives for renewable energy technologies –in combination with a moderately rising CO₂ price– can contribute to a permanent reduction in CO₂ emissions in the building sector.

Participants agreed that funding instruments such as the BEG heating subsidy are a necessary lever for investment facilitation. There was also consensus that a reliable financing path is needed and that ETS-2 can become a supporting pillar of building subsidies. The postponement of ETS-2 to 2028, announced by the EU Commission the day before, was therefore widely criticised.

On November 7, ETS-2 was once again a central topic during the European Economic Symposium of the CDU/CSU group, held at the Bavarian Representation in Berlin. The  meeting included the participation of Daniel Caspary, MEP and Chair of the CDU/CSU Group, and Prof. Dr. Angelika Niebler, MEP and Co-Chair of the group. During the event, Dr. Peter Liese expressed his disagreement with the postponement of ETS-2, arguing that such delays undermine planning security, a position fully aligned with ZVEH.
