Members’ Corner | The technical sector prepares for sabotage, power outages and conflicts

Techniek Nederland has presented their report “Strong in times of crisis: How the technology sector increases its resilience”. As geopolitical tensions rise, the likelihood of cyberattacks, sabotage, and outages of critical infrastructure is increasing. The trade association believes that companies in the technology sector should be prepared for such situations.

Mark Harbers, Chairman of Techniek Nederland, thinks that the technical industry has a crucial role in times of crisis: “Technical companies work for vital sectors on a daily basis. Energy supply, telecom, water management, government services and healthcare are essential for the functioning of our society. It is therefore important for everyone that these sectors remain afloat under all circumstances. This report offers companies guidance to increase their resilience”.

Resilience is a prerequisite for continuity

Crisis situations in which, for example, the energy supply, telecom, hospitals and industry are affected, are no longer inconceivable. According to Harbers, resilience is then a prerequisite for continuity: “Companies in our sector would do well to think ahead, make clear agreements and practice crisis scenarios. In this way, we increase our effectiveness and limit social damage when it really matters.”

Three scenarios

The report focuses on three scenarios that could actually affect the Netherlands:

  • a sabotage action that leads to 72 hours without internet and telephony;
  • a similar situation in which the power goes out for 72 hours;
  • an international conflict in which the Netherlands or another member state invokes Article 5 of NATO.

In all scenarios, it becomes clear how technology companies depend on reliable energy, well-functioning ICT, logistics chains and sufficient available personnel.

The resilience report provides entrepreneurs with practical advice on how to take control in an emergency situation. According to the report, mapping the risks is a good starting point. Companies must then draw up an emergency plan, organize emergency communication and make agreements with fellow companies and governments.

Connecting role of Techniek Nederland

Even in times of crisis, Techniek Nederland has a connecting role between members, chain partners and government. Harbers: “We also have to be prepared. That is why we actively engage in dialogue with our partners and our members.”

The report is s starting point for Techniek Nederland to intensify the information provided to companies in the sector through webinars, presentations at member meetings, information on the website and practical tools that companies can apply immediately.
